The Hallel is a collection of Psalms - 113-118, which are recited on various festivals, although Psalms 115 and 116 are not recited on Rosh Chodesh (New Moon), or in the middle days of Pesach.
These Psalms are very upbeat and praise G-d throughout. Jews recite a blessing before reading the Hallel.
